Importing lubricants and coolants into the EU: the document package your buyer will audit
REACH, CLP and the SDS format regulation define the paper trail for chemical imports into the EU. Here is the checklist we ship against, and why each item exists.
Start with the safety data sheet. Its 16 sections and their content are prescribed by Annex II to REACH, as amended by Regulation (EU) 2020/878; it must be provided in the official language(s) of the destination member state, and the version date on the SDS must match the version your goods-in team holds.
Classification and labelling follow CLP, Regulation (EC) No 1272/2008: pictograms, signal word, H- and P-statements on the label, with mixture classification derived from the component data. Labels travel in the destination language; the SDS and the label must tell the same story.
REACH registration status is the question buyers ask earliest. Substances imported into the EU at one tonne or more per year must be registered; for mixtures the status of each substance matters, and non-EU producers typically act through an Only Representative. Ask your supplier for registration numbers or OR confirmation where applicable — before the first order, not after.
Transport documents come next: a non-dangerous-goods letter where the formulation is unclassified, or the full IMDG/ADR classification where it is not, plus a transport identification report. These are issued per batch because composition can drift between productions; a stale letter is a customs finding waiting to happen.
Finally the commercial-technical loop: a certificate of analysis tied to the batch number printed on the drums, a TDS that states its test methods, packing list and drum certificates. At goods-in, these four documents reconcile against the SDS and the label — which is exactly the audit trail a European distributor needs to keep.
